Okay so let me explain why I ask. I was in West Philly and finally got to look at some of university city it was great. What a beautiful area. I was just in heaven with the housing stock. I didn't see that much but from what I saw I liked. I rode up chestnut street through West Philly up to 69th street . 69th street was very busy. So let me get to the point. Is it me or is West Philly a step up from North Philly? University city is booming ,it seem more cleaner, from what I understand its murder rate is lower than North Philly, from what I heard it has a stronger African American middle class than North Philly. So is West Philly a step up why or why not?

West Philly is certainly a step up from North Philly. It is in MUCH better shape then North Philly and has University City which is an economic powerhouse and also contributes to half of the City Avenue Corridor which is another economic powerhouse. The bad parts of West Philly (Mill Creek, Belmont, Dunlap, Carroll Park, etc) can be comparable to North Philly, but the bad areas of West Philly are not nearly as numerous as North Philly. North Philly is BY FAR the worst section of the city. So yes, West Philly is certainly a step up and probably has a brighter immediate future than North Philly. There are parts of North Philly that may not see any redevelopment for decades to come.

West Philly has always been a STEP UP from North Philly. There are no movie theaters in North Philly and one of the most unsafe areas you can ever live in

False. Temple University has the Pearl Movie Theater right on Broad Street.

Nope WRONG! North Philly wasn't always what it looked like, it was a bustling, upper middle class part of the city, all the people in the Mail Line now are originally from North Philly. North Philadelphia was the best part of the city. The industrial decline KILLED that part of the city... So your wrong, West Philly wasn't always better then North Philly.

Well, I'm not going to nitpick this to death since it's obvious that all people living on the ML now can't be from North Philly, so I'll respond to the more general point about outflow from North Philadelphia. Among the black population, I've found that a lot of the older people currently living in Mount Airy grew up in North Philly. That seems to be a rather natural transition for them. I've also found that a lot of Jews in Mt. Airy have some connection to Strawberry Mansion, Nicetown, etc. often in the form of grandparents or old aunts/uncles that used to live there (pre-riots obviously).
