Both, as is the case with many cities. New Yorkers are often extremely provincial.

Philly is definitely overall cosmopolitan, but like I said before, cosmopolitan and provincial are hardly mutually exclusive. The only cosmopolitan places that really lack any kind of provinciality are those at the extreme transient end of the spectrum, particularly DC.

In Center City and adjacent neighborhoods as well University City, I feel there are aspects of a cosmopolitan vibe IMO. One could consider them multicultural too with parts of South Philly included with it. Other than that, it's still most definitely Philly.

I think philly represents a lot of nationalities. Look at 69th station, nothing is written in the english alphabet there. We walked through the odunde festival and it was the first time in america I thought I was in another country. I think what makes it hard to notice is how subtle and laid back everyone is about it.

For me, Philly, Baltimore, and Providence are easier pills to swallow because they're less cosmopolitan than Boston, New York, and D.C.
