Poppin' wheelies eating stop signs and lights... and doing stupid things all over the streets even passing by cops yet they do nothing.....some of these kids are as young as 12 and 13......

If I'm not mistaken you can see it happen in NYC too. I once asked them and they said "because they can't catch us".

In around 2000, I went to a "Black Bike Night" on Broad street. It was Insane!
There was open drag racing, wheelies, burnouts and other crazy stuff going on in front of an army of police. Im a skinny whitie with a Sportster, so I heft it up on the sidewalk to park---next to at least 40 other bikes lined up on the sidewalk--- a cop waits til I get it parked, and tells me "bikes arent allowed on the sidewalk". huh ?!?!
Ok, Ive had enough, Im gonna leave, and I make it about 2 blocks when a gang of little hoodrats start throwong bottles at my friend and I. I actually felt the air from one on my neck. We went berzerk, blow the light to get away. The worst bike event, evar :lolz: Those MTV raps riders also do this crazy thing where they gas the bike WFO, then toggle the kill switch real fast and it sounds like automatic gun fire. Listening to about 5 or 6 guys doing this at one time is quite pleasant--------> not!

I thought it was mostly just Philly and Baltimore.

Dirtbikes are pretty common in South, West and Southwest Philly too. They're also common in the pine barrens . . . and wherever kids from a lower SES have nothing constructive to do.
