Be aware that a reduced serving schedule is probably in place for PATCO and Septa on the holiday. Your transfer times may not be immediate. For a short trip like this, I would just drive. If you can sync up the schedules, you can make it relatively painless, but it's still going to be an inconvenience compared to driving. Also, since it is a holiday, the city roads should be relatively clear. In this case, I would just drive, but others are correct that the best transfer is at 13th street.

Thanks so much for all of the info. I'm going to drive in. I was concerned about parking due to large numbers attending the meeting, but it sounds like there should be parking available nearby.

There will be lots of parking around, I work at Temple (next to the Liacouras actually!) and have gone to many events there and have always been able to find street parking.

Like someone said the parking at the Liacouras itself is $14. There is a cheaper lot ($6 or $8, can't remember which or if it was increased from one) on Cecil B Moore between 11th and 12th. Walking to the Liacouras you will be fine as it is right through campus on a main road.

15th St (which runs south behind the Liacouras) should be pretty open on that day too, pay more attention to the no parking signs rather than the lines on the street. If you are on Montgomery (take a left from 15th st) there may be parking down the length of the street, if there is not cross Broad and keep your eyes open for a spot between the food trucks. What I've noticed on event evenings is that not many people know where to find the street parking or are worried about a ticket so they don't even try.

You will be very safe walking through campus at that time of day/evening. Anywhere you find up towards West Oxford there will be campus security all over the place.
