I will be moving to Philadelphia next yr as i will be starting school at Penn Dental school in April.I have a 1 yr old kid and my spouse will be moving in only later.

The "Main Line" refers to a relatively affluent suburban area to the west of Philadelphia. This is NOT somewhere you'd want to pursue as a college student in Center City Philadelphia, unless you plan to commute back and forth everyday from the suburbs using SEPTA.
I don't know who told you that Downtown was unsafe, but they truly haven't been to the city lately. The University of Pennsylvania lies just to the west of Center City in a safe neighborhood. It is an easy walk between campus and Center City. Rents in Center City will likely be the highest around, since this is where most of the "action" has been as of late in terms of real estate development in the city, so I'd check into living very near to campus.

I heard some apts r in pretty bad shape with rodents and cockroaches!!
What abt Rittenhouse square area? Its close to Penn..is the area safe?

Well I personally live two hours north of the city near Scranton, but I've been in the city on a number of occasions to get a good "feel" for the neighborhoods in and around downtown. Folks like Rainrock, Duderino, newmarlig, StuckPA, etc. should be able to steer you in a better direction as far as individual apartment buildings. I'm considering the University of PA myself to pursue graduate studies at the Wharton School of Business, so perhaps we'll be neighbors in 2009?

The Rittenhouse Square area is safe. It is right in center city. You can walk to Penn or take the 21 bus. Check out Craigslist for apartments in that area.
