The OP lives in the 'burbs of Dallas now, is not particular interested in bustling activity and is especially concerned with personal safety . . . and perhaps more importantly is bringing a car.

The Haddon Ave. corridor is probably the best bet with Mt. Airy/Chestnut Hill coming in a close second.

Honestly she will be CONSIDERABLY more uncomfortable taking a subway to work, especially through camden, if she is actually that scared to death of less than sterile conditions in the world.

I'm not sure how it's becoming a kind of proving a negative. Her neighborhood, and many more are safe, awesome, and way more of a fit for someone who is single and works in the area. There are quiet ones if she really hates bustling, graduate hospital being on the quieter side.

I have friends in GradHo, sorry but "petty crime" is active there. Like mancat said, if you are "100% safety minded", its not the place for you. Car break ins, stolen bikes and the occasional hold up DO happen there. Like I said, its WAY BETTER but do not tell me its "100% safe".

100% safe ? If she survived high school and can take the risk of driving, I think she's o.k. for G-Ho especially north of south st.

I hear you Mike but you may want to read her requirement again. G-Ho, NoLibs, Spring Garden, etc. are fairly established and priced out but none of those places fit her criteria of "100% safe all the time, no flashlight, etc,." If she wants that, she would be better off in South Philly around Passyunk Ave.
