I think you're asking for an answer about a broad area. Some towns in those counties and parts of the city are so filled with natives that they are bound to be more reserved. Within one county you can have towns that have a welcoming reputation and others that just will not change and won't welcome newcomers. We have lived in Delaware, Chester and Montgomery counties and each one had a different vibe.

Do you really think you can paint millions of people with that broad of a brush? The truth is that in the Philadelphia area, just as in CT, NY & NJ , you will find some outgoing people and some reserved people.

I definitely agree with what others have said: you're asking for a very broad generalization of a ton of different people. I've always thought as people in the area to be very down-to-earth and personable -- as much as any New Yorker or North Jersian. That even goes for those "snooty" Main Liners.
