How often do you need to be there? I would consider living in the city and leaving my car parked at the frankford station if it is possible.

I think you're looking to get a dog and maybe possibly have a yard for your price range, I think you should look into Mt. Airy. I'm assuming that you're going to be working at the Naval Yard? If so you might want to try and shoot for South Philly. I'm not so sure as to how neighborhoods go in that section of the city, but I think you might be able to find a decent sized condo for that price with a yard. Also, you could technically afford a condo in Graduate Hospital, or what I guess they call "Southwest Center City". I think that neighborhood would give you the best experience verses some of the more "gritty" ones in South Philly, but you won't be able to have a yard. BUT, you would be closer to one of the most dog friendly neighborhoods in the city.

Yes, that is exactly where i'll be working and not the actual naval ship yard. I'm going to guess I need to at least show my face every weekday more than likely.
