Chestnut street is a very long street...the area between Delaware and Schuylkill is fine, way out in West Philly, not so much. As for three mile radius...it varies. Many areas 3 miles north of Chestnut are pretty run down, areas south of Chestnut are usually pretty good. IF you have the budget for it, just live on Chesetnut in Center City, if that's where your job is located. Generally, anywhere south of Springe Garden and north of South Street is fine, with a number of good neighborhoods extending beyond this zone that might be more affordable.

Chestnut street runs the the entire way east/west through the middle of Philiadelphia. 3 miles north or south of it would cover the majority of the city. So, it goes without saying that it would include both good and bad areas. you'll want to narrow it down a bit.

I applied to a job that's located right near the River from what I can tell (Delaware?) Right across from Joisey. The state where I was born.
