Hi everyone,
I'm going to start a masters program at Thomas Jefferson University in September and am looking to move into Philly in August! I'm from northern New Jersey originally and am unfamiliar with Philly in general. I have two main questions:
1) I'm 22 and on a tight budget, so I know living in center city is completely out of the question due to cost. My budget is about >500-650 including utilities. Can anyone recommend some safe, affordable neighborhoods that would give me an easy commute to Jeff? BTW I'm definitely looking to live with roommates, but have my own room. I won't have a car.
2) I've been looking on craigslist. How early should I start looking if I want to be moved in by August? Also, if an apartment is advertised as lease starting in June (which is all I'm seeing!!), is it possible to negotiate with the renter and somehow get away with only starting to pay in August if that's when I want to move in? I'm asking because I can't seem to find anything that starts in August, but I think I may be looking too early...
I'm clearly a newb, and I would really appreciate any advice! Advice about how to look for apartments even as well because I'm not sure of craigslist is the best option. Thanks everyone!

Look in South Philly staying east of Broad (14th Street). You can take the Broad Street subway to Broad and Locust (about a 6 minute ride) and walk the three blocks to Jeff. Or look in Bella Vista, also south, but closer to center city. You can take the subway also, but can walk on a nice day. This is a very walkable city.

Don't look more than 2 months in advance. Landlords will usually only consider later move-ins by a month or so if they are worried about getting rid of a property, which they might be worried about a week or two in advance but not two months in advance.
