I have tried searching on the internet and cannot find answers to my question. I have been looking at properties in mt airy and chestnut hill and noticed that most properties have no sort of walls or fences. What are the regulations for that sort of thing ? I have a dog and like privacy so the first thing I would do upon purchasing a property would be to surround the entire thing with a wall, just need to make sure I can legally do it or I sure wont be moving to the area. Thanks in advance for any help

Did you try searching the Philadelphia municipal code? You would likely need a permit to put up a fence or wall, and there will be height restrictions which could vary depending on whether it is in the front yard, back yard, near a street, etc. If you can't find it in the municipal code, you could try calling the dept of L&I . . . of course you'll be dealing with unmotivated, bureaucratic union workers so good luck.

You will need to get a permit from Philadelphia. You have to pay the fees and supply drawing.

It's pretty much standard to require a permit prior to adding a fence in most places. I know someone who added a fence without one and all it took was for a neighbor to call L&I.

the purpose is to make sure that you are not encroaching on another property and that it is in conformance with code BEFORE you put it up. Actually benefits you, in that you don't find out after-the-fact that something is wrong, and you're forced to take it down.

This has always been important to me as well. For both of my homes (Wallingford and then Kennett Square), I have made casual calls to the township buildings' both times there were available, friendly people who explained the rules to me. It was much easier than I had thought.
