If I stay in the downtown area near City Hall, do I need a car? And is this a relatively safe area?

No and Yes.

Right next to City Hall, western side, is Dilworth Park. A very popular spot, on warm days, for families with small kids who LOVE playing in the spray fountain. If they feel safe, you should.
