I think its in the middle. Definitely similarities though for me and I grew up mostly in northern burbs of Philly in that I always felt a stringer connection to Jersey and NYC than Baltimore, maybe from where I grew up but those two metros seem to flow together and intertwine more than Baltimore and Philly do to the South

But does tire sound like "tar" as it would in Baltimore (for white speakers generally)?
Perhaps if you said "aringe" and "pleg" they would not think you are from Baltimore.

That could have to do with the metro area overlap. Once you're in MD you're in the country until the Bel Air South area in western Harford County, so there is a lot of space between the two regions. Baltimore is more intertwined with DC I guess, though the two are very different to be 30 miles from each other.

I didn't mean famous people in general. Most cities have famous people. I said famous people "comparable to" a Frank Rizzo or Angel Garcia in terms of their attitude. Those guys are the embodiment of Philly attitude and that's why I chose them.

John Waters may indeed embody Baltimore's quirkiness, but quirkiness is not something I associate with Philly.

I would say Philly's Mimi Imfurst is comparable to Baltimore's Divine.
