The generational Democrat leaders of Philly like all other big cities don't want to address, nor solve the problem. They have a large portion of the electorate that is dependent, controlled but often lawless, and criminal, yet they all vote Democrat, so why change things?

cpomp: I'd modify that short-term solution to stipulate that the new cops hired come from the communities they're policing.

Edited to add: Someone asked what a "yob" is. That's a British slang expression for a young hooligan or thug, always male - it's "boy" spelled backwards.
