Moving to Philly soon.

I would like to live at least 15-20min from the VA Hospital at 3900 Woodland Ave. My husband would have to travel to the airport for work. We will have just one car which I would prefer he utilizes and I will take public transit. No kids, so school systems will not be an issue. Both in our forties and so we would like to live in a safe but, lively neighborhood. Rent range 1300-1600 max.

Any recommendations?

There is a sticky, question oriented, post that we recommend prospective folks moving to the area fill out.

That said, how amenable are you to city living? Powelton Village, an historic Victorian neighborhood, north of the VA, is a 15 walk away. Also other places in University City or Graduate Hospital are close enough that commuting to the VA would be pretty easy.

You can take Septa regional rail to the airport. There is a stop that goes to the airport right in University City. It's steps away from the VA, CHOP and HUP/Penn Health System, UPenn and Drexel. It's also near University of the Sciences.

Since you do not have kids that opens up more possible locations to move to.

Spruce Hill, Squirrel Hill neighborhoods in West Philly are beautiful, have great access to public transit, and are probably in your price range. But as KYB01 said, fill this out to get the best responses:
