I'd argue that 4% means a lot LESS to a high income household than a low income household. My wife and I make a pretty good amount, and a few thousand dollars one way or other is just not that big a deal to us. 4% would mean a great deal to a household that was just scraping by, however.

Of course this is the whole premise behind progressive tax rates, which some just don't seem to understand (or agree with).

Cnote11, you are correct in assuming i did not get out and stroll, but I did purposley drive through all the worst parts of Philadelphia. I didnt want to get a one sided picture of the city I wish to move to. What made me sad was all the dilapidated buildings, some of them wonderful architecturals. I wish I had to money to get in there and inbuild in some of the run down areas and re vapm some of those buildings. Alas, that is not the case. I did see some signs or revitalization along the seedier parts of Germantown Ave. Is that something the mayor and govt supports? Thanks for the info about the wage tax, phewww, nothing that will affect me. I know sales tax is lower than in LA so thats good.

Well, that is good of you to do, stylist. Where exactly did you drive through? Philadelphia can be nice one block and bad in the next in certain areas, so it is easy to pass by some of the worst blocks out there. Nevertheless, I'm sure you got the gist of it all. I agree with you that there is fabulous architecture in North and West Philadelphia and that it is a shame to see it all decaying and falling apart. It really could be one beautiful city as a whole with great diversity in terms of housing and lifestyle. I'm originally from Metro Detroit and I must say that I believe Philadelphia's worst parts to be worse (looking, at least) than Detroit's.I do believe that there is investment going on along Germantown Ave. A lot of investment in the south of North Philadelphia as well. They area will be completely changed in five years time!

i agree and was amazed that detroit appears better!

4% will not break anyone but when you have crappy services and pay that much $$ for it.. it hurts

privatize it - is PA the only state that doesn't do that?

Wait...whats up with buying wine?? I need to know this!!!!! AAArgggh, in LA i jsut go to Trader Joes do my grocery shopping get my wine beer and vodka. Is it different in PA?

Yea. Pa don't sell wine anywhere but pa state run stores. You can go just over the bridge to Jersey and buy it in a shop rite for cheap though
