I lack sympathy, not empathy ... but whatever you need to think to feel better about yourself.

At least my vehicle is legal and I'm not operating it with reckless abandon.

Sheesh. Can you even comprehend what you read? Show me where I said he deserves to die. I was in fact suggesting the opposite. Concentrate!

Mayor Kenney has a plan. He's going to tear down the oppressive symbols of gentrification that are Society Hills Towers and put up a dirt track for these underprivileged bikers to have a safe place to ride.

Considering how most of these guys drive and how so many are operating illegally, I have zero sympathy. I feel bad for the other driver.

It's a major safety issue for the city.
People die in car accidents more than motorcycle crashes.. You’re disdain for bike riders is quite apparent.

Really stupid question here: are dirt bikes legal on PA streets, because I honestly do not know the answer. What about ATV's?

In many major cities in the world, many people use motorized bikes for commuting and recreation. However, some major cities ban/limit them because they believe motorized bikes hurt the image of the city to tourists (make it seem poor), or present a safety hazard. I do not think bikes should be illegal, however, all motorized bikes need to be licensed/registered/insured, and should be operated in a safe/legal manner, and the riders should be courteous about reducing the amount of noise, and not revving engines on surface streets. Owning a motor bike could be a cost-effective way to save money and reduce fuel consumption (with many dirt bikes getting 2-3x the fuel efficiency of light passenger vehicles).

Unfortunately, many riders do none of the above proper things, and end up endangering not themselves and others. This is unfortunate because it probably gives all the riders a bad reputation. In many cases, police will not go after bikes as they deem it to be too dangerous or a fruitless attempt. Also bike gangs can potentially present a bad image of lawlessness for the city, unless there is maybe a special day/time created created/permitted for this type of activity.

In most cases, no, they're not legal.
There are 'dirtbikes' that are street legal, but they are usually called 'dual-sports'. Basically, you need certain types of tires, lights, horn, exhaust changes, and some other things to make it road legal. Then, it needs to be inspected and licensed (like a car), and the driver obviously has to have a license and insurance.

It's that last point that is really the problem. If one of these dirtbike thugs crashes into a car/pedestrian, with no plates or insurance, they're just going to run away and avoid any financial or legal responsibility for the accident they created. Not to mention the fact that going through the registration process requires you to prove that you actually legally own the bike/quad, which most of these thugs don't. 'Their' rides are usually stolen, and the VIN would not come back clean.
