Take Amtrak northeast corridor service or Amtrak PA service from Penn Station to Philly 30th St. From 30th St. take SEPTA Paoli/Thorndale line to Wayne.

What they said. ^^

Wayne isn't quite an inner-ring suburb but it's not an exurb, either. You should be able to call up a rideshare although it might take a little longer than closer to the city.

Yes, as the poster above stated.

Take Amtrak to Philadelphia 30th St. Station and transfer to SEPTA Regional Rail to Wayne, which has a station right in the town center.

From there you can easily call an uber. The town itself has a walkable core, but most residential areas you need a car.
