I'm going to be moving into my home in Manayunk after my lease is up here in the Seattle area in 2021. One of the first things I want to do is install solar panels and set up a rooftop garden. Does anyone have any experience with green spaces above, or ideas to share? Also, if anyone knows where to start on getting planning permission, or have a good eco landscaper to recommend it'd be greatly appreciated

This isn't enough information. Did you buy a place or will you be renting?

I've purchased the property; it's currently rented out, but I will be moving in as the homeowner.

I looked into it a few years ago and there are a lot of considerations. It really depends on what you mean by rooftop garden. Soil is incredibly heavy. Most spaces that are on the roof, even new ones with a roof deck constructed as a part of the original architectural plan, are not capable of holding too much weight. Weight is the number one challenge. Believe me when I say that you do not want to over stress your roof.

Secondly, whether you're taking about solar panels or a newly added roof deck, either can cause major maintenance issues. Leaks are a concern. Access to your roof for maintenance is a concern. You would be wise to be very cautious in choosing someone qualified who is thinking about these things. Many are not.

Third, solar will require a good orientation to the south. This can be achieved by facing them this way but it depends on your home and rooftop garden specs to see what is achievable.

In Philadelphia, a permit is likely needed if you need any of this work done. Does your new home have a rooftop space already? How old is the home? Regardless, you will probably want a real architect to review formally. If it would be particularly wise to hire an architect that is independent of any of those who you acquire to construct a rooftop space or solar panels.
