A limited number of restaurants in University/West Philly are doing outdoor dining. Off the top of my head, Clarkville, Poco Loco, Dahlak and Booker's are among those that do on Baltimore Avenue. Alternately, you could grab a cup of coffee - perhaps at the Alif Brew Shop - and head over to Clark Park as suggested.

40th and Walnut has a number of "grab and go" options too that you can take over to the plentiful benches (and a few tables) on Penn's campus. I believe there is one restaurant on 40th between Walnut and Sansom that has the luxury of an awning under which it has placed some tables; that doesn't include any heating lamps, though.

Oh, Franklin's Table Food Hall - a glorified food court at 34th and Walnut - also has takeout options you can enjoy over on the campus benches.

If you do go to Baltimore Avenue, parking may be free but it will also be tight. Coming from the Bronx, I'm sure you're familiar with those circumstances.
