Wayne is an expensive area but, if you can afford it, I would go with Wayne itself.

You are right , but is there any areas in Wayne where I can live beside SEPTA and live without a car for sometime , my commutes will be very limited to work in Wayne itself , where I plan to use UBER and to Philly using SEPTA , and only to shopping nearby

Almost anywhere on the Paoli/Thorndale Regional Rail Line out to Wayne itself has walkable areas. (Radnor might be an exception.) The closer your home is to Lancaster Avenue/Route 30, the more convenient it will be to you. Alternately, the 105 or 106 buses run along Lancaster Ave which may hook you up with shopping opportunities more conveniently or cheaply than the train or rideshare.

Ultimately it depends on your rental budget. The Main Line as a whole tends to be expensive.

Any reason why you can't or don't drive?

Any reason why someone must?

(Actually, the way we've built our suburbs means there are lots of reasons why someone must. But if someone chooses to live without a car, more power to them.)
