Is there a particular neighborhood / suburb in Philly that is particulary affordable - and perhaps more artist-oriented than slum-oriented? Like the old West Village or (old) Soho in NYC?

Either Olde City, or Northern Liberties, if you want to be in or very close to Center City. If you want to be close to the city, but not in Center City, Manayunk is good. Further away in Bucks County, but very arty would be New Hope.
