Upper Darby is up an coming? I grew up there and had no idea it was down and going! It has always been a working class suburb, (except for the larger part of its Drexel Hill zip code). I would equate UD more with Queens than Brooklyn or Harlem. Irish, Greek, Koreans, South East Asian, Africans, etc..the place is very much like areas in Queens, with similar housing arrangements as well. As for cheaper...I would look into the area in West Philly near 50th and Baltimore. This area seems to have a very good urban vibe (and it is bikable with a trolley line to the city)...far enough away from Penn's gentification efforts (barely). There are also areas all around Broad Street between Washington Ave and Oregon Ave (cheaper and more likely to take that dreaded bullet on the West side of Broad). Very different area than West Philly, depends on what you like.
