Hello to all , couple of days back I had asked if there is a 'flat' fare from Philadelphia International Airport to city center and everyone who replied did say yes. What I want to know is , does this fare include the driver's tip or do I have to pay that seperately. Lonely Planet has mentioned that almost everyone has to be given a tip in US .

Yes it is true that cabdrivers expect a tip. I would say for that $28 or so fare, $5 might be a fair tip, assuming that the driver is reasonably respectful and helpful.

People that work in the hospitality industry - restaurant servers, bellpersons, housekeeping, for example - usually receive tips. Restaurant servers in particular are compensated at less than the hourly wage as they are expected to more than make up for that with tips.
