HI! I've chosen to be a non-driver. If we move to Philly, I'll need to get to my library, my copy center and a job. [maybe work in a library?!] I'd rather not ride thru hi-crime areas to get to these, so I expect I won't get to center city often. Where should we live? are utiliy bills sky-hi??? we may visit mar 31 or ap14 weekend.. thanx!

Without a car, Center City is your best bet and perfectly safe. But, it's hard to answer until you know where you will be working.

University City Is A Very Nice Area To Live. Close To U-penn, Drexel. Security Is Pretty Good. You Can Quickly Get To The Bus, Trolley Or The El-train To Get To Where You Need To Get To Quickly.

Agreed that the transit that runs between University City and Center City is the safest in the city, and well-used by a good mix of people at all hours.
