Sort of piggybacking on what mltimes said, from anywhere in Center City you're not more than 20 minutes from where you'd want to go. Even the gentlemens' clubs, if you're so inclined, that are mostly located along Delaware Avenue, aren't much further.

Some of the more interesting hotels downtown might include the Loews (Convention Center), Sofitel (Rittenhouse Square) and Ritz-Carlton (So. Broad Street aka "Avenue of the Arts"). I'm not certain if any of them would be available for under $200 a night but your chances are as good as any these days.

It does sound like Old City is where you want to be. It is the largest of Center City's "entertainment" districts. There is a Holiday Inn (Independence Mall) on 4th and Arch that is usually one of the more reasonably priced hotels and very close to that neighborhood. Also Sheraton Society Hill or even the Omni on Chestnut St may have a deal. August is the height of the tourist season so book early.
