And even those in Jersey City -- I would hardly call that the hood. Newark Avenue is not South Central.
I am a Jersey Indian, and if I'm ghetto then that would mean listening to Radiohead and watching hockey are the "ghetto" things to do. If you have ever read the book Things White People Like, pretty much everything in that book from Boston to liberal arts degrees can define me.

Just because people wear baggy pants, refuse to bend the brim of their hats, and listen to rap, doesn't mean they wish to be from South Central or North Philly. It is just a style. I have met people who like to wear the hip hop style, and are some of the brightest people. Hip hop does trancend race.

You do not want Upper Darby or 19018...those places are ghetto or ghetto-izing as we speak. Try Jersey instead.

You may also try Western suburbs (Chester county) like West Chester, Exton and Chester Springs.
On other note, why are you very keen on Indian neighborhoods. Being an Asian Indian myself, I actually chose to find a community that didn't have too many Asian Indians. The reason being, there is so much to learn from other cultures, you may want to not want to zone yourself. I am assuming you are an immigrant. My advise (sorry, taking the liberty of doing so), US is a big melting pot of various culture and you can blend in without losing your identity. This is something I have learnt over 10 years of my stay in this wonderful country.
