The Clarion in Cherry Hill would be a good choice:

Cherry Hill New Jersey Hotel Meeting Rooms - New Jersey Meeting Facility (http://www.clarionhotel.com/hotel-cherry_hill-new_jersey-NJ151/Hotel-Meetings?sid=yZbJ.sqp$Sgnr$M.5 - broken link)

The building on Arch street that was the home of the real world philadelphia is currently a museum by day, and wedding reception venue by night. They just rent the venue out and you provide your own caterer, so I dont see why you coudlnt just supply your own food and rent the space.. it's very nice.

The Philadelphia Library can be used as a wedding reception site and you bring in your own caterer, so you should check that out too. Its an extremely nice venue. I visited with my sister when she was planning her wedding and the space was great and then the terrace and the view were gorgeous. My sister was not on a large budget either, so definitely check it out as a possibility.
