My guesstimate cost of living in Philly will probably be roughly equal to Chicago. If you start from the City-Data home page, you can drill down to each city and find out the cost of living index.

Two of the more diverse areas of the city may be West Mount Airy in NW Philly as well as various neighborhoods in South Philly. If you define "nice" by being harmonious then West Mt. Airy would have an edge. On the other hand, South Philly is definitely livelier compared to a laid-back Mount Airy.

I'm a bit out of the loop on rental prices, so I'll have to defer to others on that.

Philly is about 10% more expensive than Chicago if you believe this site:

A newish 2-3 bedroom in South Philly, from 800-1200 square feet, within 4 blocks of the subway in a neighborhood that's italian, vietnamese and mexican or that's white, black, and various asian and latino nationalities should run you from $1000 - $1400. In most cases it will be a rowhouse but if you prefer a walk-up they aren't too hard to find. The price really depends on how close to the train you are, how big the place is, and how nice it is.
