If you were given the opportunity for a full-ride athletic scholarship at Temple, as well as Harvard, Penn, Rice and Virginia...which would you choose?

All of these colleges are very different from each other and what fits best should have nothing to do with name brand recognition but instead the student and the program. So, maybe Temple if they want to go into a field where Temple is thought to be the leader...

at least two of them wouldn't offer a full athletic scholarship ... although they may be able to justify a little extra on a need based schollie

it would also depend on sport and what the individuals aspirations were

Perhaps we could come up with just one program where Temple excels over Harvard, Penn, Rice and Virginia? I think not.

If anyone got into Harvard along with the other schools, facts about some of them not offering full sports scholarships notwithstanding, they should go there. The only person I know, who didn't go to Harvard after being accepted was this girl, who went to Stanford instead only because her boyfriend at the time was accepted at Stanford and not Harvard.
Also, Harvard does offer the best financial aid packages due to their huge endowment, they cover full tuition costs for anyone, whose family earns less than $60k a year, Harvard only asks that families earning between $60k-$180k contribute 10% of their incomes to tuition with the rest being covered by aid, the other programs do not offer such general tuition assistance, so one can't blame price on not being able to attend Harvard.
As far as the WHOLE school goes, not just one particular program, Temple does not even compare to the others listed.

I mentioned Harvard because their generous tuition aid is well known and they were a forerunner with the idea. A lot of other schools followed suit in an attempt to compete for the best students and rankings.
There's been lots of articles recently about schools giving admission preference to students that do not request aid vs. those that do in light of the economy. So it's always good thing when schools remain committed to and re-emphasize being need blind.

Harvard or Penn would be my ONLY options out of the schools you named. The only way I'd even consider the other schools would be if I knew I had a very strong chance of playing my sport professionally (NBA, NFL, MLB, etc). If that's not the case, which it's not for 95% of college athletes, I'd go to school with the best academics, best job prospects, and most prestige. That said, I'd probably select Harvard with Penn coming in second. The other schools would not get any consideration from me.
