Generally the northwest neighborhoods in Philadelphia have low crime rates. Chestnut Hill, Mt. Airy, Roxborough, Manayunk, East Falls.

Like Norristown: dead but with a big courthouse downtown.

I don't know about that. I think Chester's biggest problem is that it's so overlooked. None of the problems get fixed or even emphasized and its citizens continue to be demonized while getting screwed over constantly by the POS's in Harrisburg right now. There are plenty of great people in Chester but the fact is that when you're in a situation where you're treated like you're some isolated, tiny place even though you're a city with a sports franchise, a university, and over 30,000 people and every avenue but crime continues to be taken away, you're going to eventually seriously consider it. It should be criminal what's being done to those kids.

County seats don't tend to be as overlooked. It just makes sense really, for Chester to be the county seat of Delaware County.

/\ Media is more centrally located. Plus, as was metioned Norristown is the seat of Montgomery County (a very prosperous county) and it's a total hole. Heck, look at Trenton or Harrisburg, both are war zones and those are state capitols!

Anyway, For PA side suburbs everything is good except the part of Delco adjacent to West Philly (generally the area south of Rt US 1 and East of 476). Norristown, and Coatsville. Lower Bucks is changing, but still working class for now.

Harrisburg is a war zone? I find that hard to believe. Trenton is less hard to believe though, because like Chester, Wilmington, Camden, and every other small city in the Delaware Valley it seems to be overshadowed and overlooked by plenty. There are places I would be scared to walk at night outside of Philly but Harrisburg is not one of them. Every city has crime and murder, no matter how small. Harrisburg may be bad in parts but I doubt it's on the level of Chester or what certain parts of Delco nearest Philly are becoming.

Also, it's the places that border Southwest that are the worst. It's been that way for years, too. Yeadon had a reputation a decade ago, and so did other parts, just not as bad as they have gotten recently.

sandsharkboy, please stop posting these huge lists over and over again. It's not really appropriate for this forum. You're basically asking either people to do exhaustive research and then compile reports for you, or you're just asking for subjective impressions of a hundred neighborhoods.

If this is for a research project, it is bad research, and you should get a bad grade.
If you are doing research, you need to look at primary sources (FBI and/or police reports, etc) yourself and see the actual data, compile it, and produce your own report.
