You're right - the first city sanctioned parade was in 1901. The parade itself (or "party", if you will) had been pretty well established 20 years earlier.
The history is fairly well established . . . The mummers museum has the writing on the wall in the form of old newspaper clippings and the writings of notable historical figures.
