I know it depends on where you live in the city just curious where it may be most feasable to only walk/bike to everything.

I am a 27 year old, looking for an area where there is music, nightlife, art, farmers market/co-op, culture, cheap rent (comming from Long Island, New York its all cheap!) looking to maybe share a house for around $400(everything) a month. Just not sure where to start looking.

Various neighborhoods of South Philly fit the bill perfectly. Basically Philadelphia was made to live in without a car so you shouldn't have a problem with that. Transit is very good and the city is fairly bike friendly too (its pretty flat). Try looking around the neighborhoods immediately south of South St. Those will probably be your best bet and contain all the things you mentioned in close proximity to each other.

How can one date without a car?

Fairly easily if both spend quality time in Center City and many surrounding neighborhoods including those previously suggested.
