Holly Garden Apartments, Norwood PA - Utilities Cost (Folsom, Ridley Park: apartment complexes, rent)

I had a question in regards to utilities if there happens to be anyone out there who either was or is a resident of the Holly Garden Apartments in Norwood, PA (or knows someone who is) on Winona Ave. Since I have attempted the two "main" ways I was told to go about getting the following information, which were contacting the landlord and contacting the electric company directly, and could not get a clear answer, I figured I'd give this a try.

Since heat/hot water/electric is not included in the cost of rent at Holly Garden Apartments, and I have only so far lived in complexes that included these utilities in the rent, thus I have no experience with paying separately for heat/hot water (of course I have for regular electric), I was wondering if there is anyone out there who could chime in about how much they pay/paid for these utilities throughout the year, including the different seasons. Yes, I understand there are many variables so there is no real "flat" rate in an apartment situation, but hearing any numbers would be helpful.

I'm specifically interested in Holly Garden Apartments, however, I would completely welcome any input regarding other apartment complexes, like those in surrounding areas such as Prospect Park, Ridley Park, Folsom, Morton, etc.
