Can anyone please suggest me, When is the best time to change apartments in Tempe/Chandler ? [in terms of discounts and deals]

There is no time like the present.

With the market still in a slump you might be able to find some good deals on rent.

just kidding....would the beginning of summer, just after students have moved out, be good??....

or, as java says, there are a ton of rentals now available...haggle when you find something you like....and make sure you check out the place in the eve and at night for noise problems....weird neighbors?....noisy people above you?....dogs barking?....is the pool sparkling blue?....grounds kept neat?....good maintenance staff?....

Anytime. I think most places are looking for renters. At least in Tempe they are. My place has signs out that sat "$99 Move In" and they've been out there since July when I moved here. Spend a day going complex to complex. You'll find something for sure.
