Is the hottest part of the day here always about 3 pm - 5 pm, and then after 5 pm it starts cooling down? I haven't been here long enough to know, and have gotten different answers from friends.

That would be about right, regardless of what season you are talking about. If you are specifically asking about summer, the amount and speed of the cooldown is dependent a bit on whether it is a "monsoon" time or not, but on a clear day the cooldown starts when the sun gets low.

Intellicast - Phoenix Hourly Forecast in Arizona (85004)

According to their chart the highest temp is around 4 PM. But it starts to feel cooler by then to me because the sun is lower in the sky. It definitely feels hottest around 2-3 to me. The sun is bearing down on you directly at that time. By late afternoon, the shadows are getting longer and it just feels cooler. Maybe there should be a sun-angle heat factor like the wind chill factor.

I think it starts cooling off around 5:00 a.m, then the sun starts coming out again. It just stays hot 24/7 for a couple of months. Power through it!!!

to me it always seems hottest about 4pm .... however, in the summers it's not like it's ever that "cool" regardless of time of day

I was surprised to see that it got no hotter than 85.6 in my TH during the month of September with no power on. Neighbors are good for some things. Would like to see it for June/July/August.

Actually, hit the pool later in the afternoon. The water will be plenty warm, but the sun will be less intense and sunburn/skin cancer producing (of course, you should wear sunscreen anyway).
