This is an old article but a good one. Anyone here want to share their feelings about this aspect of the arizona economy?

Indeed. A person can't be "meager". It's a descriptive adjective for circumstances or inanimate objects, not people. "Thrifty", perhaps, but not meager. I'll assume that's what Enic meant.
