Biltmore and Arcadia are two distinct areas. Within what are typically thought of as the Arcadia boundaries, there are no apartments, except a few small older buildings along Lafayette west of Arcadia Dr. (48th St). In the Biltmore area, (the boundaries on that I'm calling 16th St to 32nd St, Campbell north to Lincoln Dr/Glendale, there are several apartment complexes. I don't know the names of specific complexes, but others will chime in, I'm sure!

Depends on where you look in Arcadia. The part of Arcadia betwen approximately 44th & 56th Streets around Camelback & along Lafayette Blvd. doesn't have any apartments as far as I know. That area is more well known for custom built homes and lush greenery. Further south would likely be some apartments, but not sure how good or safe they are.

There are some really nice apartments in the Biltmore area. One that comes to mind is not too far from me: Del Prado, which is on 32nd Street, just a few blocks north of Camelback. You're looking at some pricey units around there ... but if higher rents guarantee safety and quality, it's certainly worth it.
