I have a block wall, about 6 ft, seperating me and my neighbor in back of me - can I add another layer without violating building code? Is a permit required?

Best source of info would be the city, I would think. If you are in an HOA area, the CC and Rs could figure into the mix, too.

One HOA in Fountain Hills told me the limit was 6 feet - though I don't know if that's upholding another law or if it was her law!

Interesting question, Freefall.

Have you discussed your project with your neighbor? Do you think they would mind and/or complain if you raised the wall? Personally, I would think they would be elated with the additional privacy.

If it's allowable I was going to ask them to split the cost. There was a wooden lattace fence that added about 2 feet to the wall, that was on their side but put in with the previous owner, that was uprooted and smashed last night.

Code is 6 ft in Phoenix, but many people slip on an extra block after the inspector leaves - if the neighbor agrees.

Generally, your biggest issue is going to be with your neighbor, if they have no problem with it, then you are mostly there, and as one other poster mentioned, 6 feet is the limit for most cities and HOA's but once again, there is no "fence inspection patrol" out there, you'll only get in trouble if your neighbor or HOA raise a fuss.
