You just struck horror in the heart of anyone who has had to try and remove bamboo. It spreads like crazy and is invasive. There are different kinds but whatever the heck grew in my childhood home is probably still taking over the neighborhood.

Oleander is full of oil and will burn ferociously. As a kid growing up in an old section of Phoenix loaded with oleander fences, kids would often torch them for fun (NOT ME!) Lightning can torch them too. I've seen that. I would never plant them anyway near a building. The oil also affects some people when trimming. I once scraped my eyeball with a freshly cut branch and spent the night at the hospital. My father swelled up double once trimming ours. Never touched them again.

Bamboo is wonderful, especially if you despise your neighbor. The constant debris from falling leaves and crap will make him think fondly of you. Of course you'll get your share too.

You could mount some trellises to the block wall and plant some cat's claw. Talk to the neighbor first and make sure there's no objection. Keep the gas grill pulled away from it. It looks like a hot area.

I would be interested to see the hoa rules on this. Trellis might not fly, would work great, though.
