Are there any neighborhoods in Phoenix or the surrounding area that tend to have a larger number of artists, young families or "hipsters" in them? Perhaps bike/pedestrian friendly areas as well? Thanks for any thoughts/input.

Take a look at the Coronado and Willo districts, as well as the Melrose District. Close to downtown, lots of nice restaurants, known for being a little edgy / hip.

Roosevelt Row is pretty artsy.
Most neighborhoods in the central city and some near downtown Tempe would probably fit the vibe.
