What would be a good area to look into that has a below average commute to ASU, home prices just below the county average and has relatively good schools?

Gilbert isn't too far, has low housing costs and good schools.

"Home prices just below the county average"---- what's your actual budget? Depending on what you are actually looking for, you could look in Chandler, south Scottsdale, or Tempe itself.

Below I will provide some links providing data based on reviews. As I said I am currently not living in phoenix so all I could do was collect information.

Best neighborhoods according to Streetadvisor

Here is a map showing the average home prices according to Trulia real estate.
zoom and drag to your desired area.
According to this website. The most affordable zip codes 85034, 85008, 85040, 85282, 85042, These are the ones closes to the area you mentioned.

Best schools (great schools.org)
This website shows the best schools in a rank form. Once you select a click on a school they provide you a minimap showing its location.

best high schools (usnews)

Finally and In my opinion the most important, crime statistics. This is a map showing how dangerous places are. Red being the most dangerous and green being the least dangerous.

Now with all of these you can compare aspects and choose the neighborhoods or areas that meet your needs.

Thanks for the Gilbert suggestion. I'm just looking and trying to get a feel for the area and I work at a University. So, I was trying to see what may be at ASU.

I would say living right in Tempe would be great. The homes are a little older but decent, lots of apartments which are modern, and it is a fairly diverse and progressive city.

Other close by options would be the Ahwatukee area of Phoenix, and West Chandler. The Dobson Ranch area of Mesa (right on the Tempe, Mesa border) is a little older, but kept up as well. When I say older areas, I mean built in then 70's or late 60's for the most part.

There are lots of decent options for you with an easy commute, affordability, and lots to do.

With you coming from Syracuse, you are used to waaaay more older homes and neighborhoods than we have in the Phoenix area. Many people here get carried away with moving a long way away to get a new home, because we have a lot of urban sprawl and new construction.

You should find something in the median or below price ranges in decent areas in the places I mentioned, and a piece of cake commute.

You're also looking at Virginia and North Carolina, evidently. Very different places than AZ, without regard to the issues you are asking about.

Yes, because I've heard much about them from former and potential NYers, that I was wondering about what I could get based on certain criteria.
