Windows were installed on our new house today and I'm trying to figure out if the specs are good or just ok?
Anyone ever had windows replaced and know a little about these?

Some of the windows

Paramount seems to be a favorite of many builders in the Valley; Fulton and Shea use them in addition to your builder (Pulte).

Vinyl. Is that good, bad? I know absolutely nothing about windows.

Good, since it has much better insulating properties than aluminum or even wood, thus improving home energy efficiency.

FYI, the lower the U-factor, the more efficient the window.

Energy isnt your concern with windows in phoenix, you want double panes for noise reduction, so you dont have to listen to your neighbor's dog yipping all night. Other than that, you want latches that lock securely, and operate easily, along with stiff frames, for security. A quality vinyl frame is fine, i actually prefer aluminum, since it isnt damaged by the sun.

The one to pay most attention to in our climate is the solar heat gain coefficient as it best relates to radiant heat transmission, the one to worry about in hot, sunny locales. Lower is better. Your rating of .18-.20 is very good, significantly better than average!

Thanks Ponderosa. That's what I was wondering...how the .18-.20 compares. I read that for the Phoenix area it should be under .30 but didn't know if the very energy efficient windows are more like .10 or more like what we have going in.

Replacing single pane, aluminum windows in our home isn't an option right now, what would be next best thing to help keep heat out? window film? solar shades above windows?

Try and avoid Amsco. We bought a house 2nd owner with Amsco and we found blatant factory defects that they refused to fix because we weren't the original owner, but within the warranty if we had been org. owner. There was blue backing tape on the inside of one of the panes they acknowledged and refused to fix it. It was a total of 4 windows.
