For housing, I'd try to get out here & just look at the neighborhoods - a single person out on their own for the first time is going to want convenience above all else - a decent grocery store close by, laundry in the unit, and a low or no-maintenance yard.. $800/mo is a decent budget most anywhere in the valley - its quite likely something like a townhome or condo might be possible.. might even get a garage in that budget..

As mentioned previously, I'd look really hard at lease deals for cars - the certainty of *no* unexpected repair bills might be worth a few extra bucks a month..

As for insurance, there is no shortcut - you have to call around - you need to "bundle" your car and home/tenant insurance to get the best deal.. and dont let her buy minimum coverage for liability - arizona's minimum coverage is only like $20k, and even a minor injury accident could expose her to a judgement that will chase her around for decades - $500k or more in liability coverage will minimize that risk.. and it doesnt cost much..

If you don't live anywhere near Phoenix, and she really wants to be in a "trendy" place, she may want to consider finding a roommate. (A good roommate would also help to make you feel that she's safe.) $1600/mo is going to get you a trendy place, whereas with $800/mo, that's a lot harder to guarantee.

For fun nightlife for a young teacher, downtown Scottsdale is probably close to the mark, but that's going to be a harder commute than downtown or midtown Phoenix. I live in 44 Monroe, and the walkability factor was an important factor in the decision. We can walk to the movies, to lots of restaurants and bars, and to the light rail. If she can get a roommate, here or the Orpheum or the Summit are great places to live. Roosevelt Square apartments are cheaper (she could probably afford one all by her lonesome) but a couple of blocks north of the center of downtown.

Downtown Tempe will have many more affordable options, but she'll be living next to undergraduates if she chooses one of the high-rise apartment/condo buildings. It depends on how okay she is being around undergraduates.... Because she's just out of college, she may feel comfortable and happy in a familiar environment like that, at least at first.... she could build up some friendships in Tempe, living somewhere near Mill Ave., and then get a roommate to get her out to pricier apartments in downtown Scottsdale or downtown Phoenix.
