I'm trying to sit in the yard and enjoy the warm sun, and I am just constantly dive-bombed by flies. Regular black houseflies, but ANNOYING. Is this normal for around here?

I come from an area that rarely sees any bugs from Oct to April so this is just bugging me.

I haven't seen any. Maybe your neighbor's yard is full of crap.

We have a lot of them because our neighbor does not pick up after his 170lb Great Dane but once every four to six months. I've called the Maricopa County Health Department and they said "we'll take care of it" but have never heard back from them and the problem continues.

Good point. This is a very dog friendly place and my neighbor DOES have two big dogs. I can't see through the privacy fence if there is a lot of poop, but my guess is...YES.

We have none, but I pick up after my poop machines fairly often. It's likely from either nearby waste or a dead animal in the vicinity.

I can watch the flies fly from my neighbors yard to my yard and drink from my pool and then buzz back to his yard to eat and breed. This only happens on the side with this neighbor, not the other side where they have no dogs. I got a stool to be able to see why all these files were coming from their yard and was shocked to see all the pet waste that has accumulated for months.

I read somewhere that flies don't travel far from where they were "born".

No flies here. One neighbor has two small dogs...no neighbor on the other side (house vacant).
