Today, in most urban areas, roosters would be considered outside the law, and the man would come and arrest your rooster(s).

Surprise, where I live, has good barking dog laws so I would call them. I actually called on my neighbors dog not too long ago and they don't leave it outside anymore.

I didn't read through all the replies, so forgive me if this was already said.

I'd start with a polite letter, saying, "You may not be aware of this..." I don't know what you put in yours, but I'd include a few suggestion: dog training, an anti-bark collar, etc.

Meanwhile, I'd keep trying to connect with the neighbors. It's a good excuse to introduce yourself, even if you end up not needing them.

You didn't mention the website, so I have no idea what that is. I'd call the ASPCA or the equivalent and say you're worried about the dog, and see if they have any input.

An update:

So last night was the third night of no dog barking. I know my neighbor didn't get my letter yet. The day I sent it the dog stopped barking. In fact, I don't even know if the dog is still there. Hadn't heard a peep.
