Chandler is pretty similar to Goodyear and Avondale on the whole, but it has more things and is closer. South Tempe can be really nice, but it's patchy in some areas.

For 1800 you could get almost anything reasonable and suburban. One of the easiest ways to judge Phoenix is to look at the landscaping, a lot of the newer buildings look similar, but when an area declines the neighborhoods landscaping either starts looking unkept, or it will be just rocks and a few shrubs. It's not a perfect system, but it will eliminate some of the bad ones.

But if you came across something you just had to have it wouldn't be the end of the world to be over there. You'd be close to Football, and Hockey (for a little while).
Tempe is a good option but you want to be in South Tempe so you are in the Kyrene School District. The rest of Tempe is in the Tempe District which doesn't have a great reputation.

For that kind of budget you can go almost anywhere. Just know that once it starts to get cool again in a couple months, everything will rent out quick.

Seriously, Just get at least 10-15 miles away from the airport in any direction and you should be good. North (north phoenix) not bad but personally you can do better. North/east is the nicest of areas, 10 minutes away on out (Scottsdale, Biltmore, arcadia, tempe). South of the airport is 2nd best and more "upper-middle class" suburbia for the area 5-10 miles away (gilbert chandler). 15 miles out to the east is starting to get a little bit more in the country (mesa, apache junction). West of the airport I would avoid, just because you can afford better and the I10 sucks at rush hour in that direction and you would have to be about 15-20 miles/30minutes-1hr out (Glendale, Peoria, laveen).

If you are going to be close enough to the airport, the time will work, and youre willing, definitely atleast look into the light rail.

Depends on the school. Broadmor Elementary, Rover Elementary (which is actually in South Tempe by my definition, anyway) and some other Tempe Elem district schools have good reputations.
