I never heard of any such idea; Phoenix is the face of Maricopa County (it is the county seat, after all).

However, there have been past proposals for the East Valley to secede from Maricopa County, an effort led by former State Senator Russell Pearce. An early 1990s proposal included the cities of Mesa (county seat), Chandler, Gilbert, Queen Creek, Tempe, and Guadalupe, while a second attempt in the early 2000s included the same cities minus Tempe and Guadalupe. Since Russell Pearce has been recalled, the issue hasn't resurfaced ever since.

Usually when places become city/county they merge and become a larger government unit: Louisville/Jefferson County.

I don't recall about a larger county ever becoming a smaller one with just the city of county in the last century. Maybe over a century ago, it was common but not anymore.

Denver was the county seat of Arapahoe County until 1902 but then formed it's own city/county.

Although, Maricopa County would look better on census figures since the suburbs are so much wealthier collectively then the city of Phoenix.
It happened in the last 20 years or so also in Colorado, Broomfield broke off from Boulder County and formed coterminous Broomfield County

Phoenix and Tucsonifornia should become their own state. That way they could stop sucking the money out of the rest of the state and they could impose their liberal bias on their own people.

Broomfield broke off from not just Boulder but also Adams, Jefferson and Weld County.

It was basically a huge burden having such a small city at time having four different districts for everything, so by combination all of Broomfield into one county it made services more efficient

Phoenix is all with-in Maricopa County. I think the only major city in Maricopa County that is in two counties is Peoria.

I understand how Phoenix would want to be it's own city and county as it is far poorer per-capita and tax-base wise compared to most of the other Maricopa County cities.

Apache Junction and Queen Credk are partially in Pinal County and Maricopa. So there are atleast 5.

I forgot about that small part of AJ in Maricopa Co, but I thought that all of official QC was in Maricopa, I thought the parts of "Queen Creek" in Pinal were unincorporated and just used the QC mailing address
