I live in both right now. They are nothing alike.

California leftists are true believers. Illinois leftists are thieves.

Illinois income tax is 3.75% on labor income and 0% on retirement income which I think is reasonable. California can tax my retirement income if they can catch me; I'm a renter (homeowner in IL).

Residents are only fleeing CA in droves if you count non-Hispanic whites. Mexicans, Filipinos, Vietnamese, Chinese etc are pouring in, and not for the welfare benefits. Have you been to Monterey Park? It's a wealthy city and almost 100% Asian.

The cost of living in Illinois is not high unless you live in certain parts of Chicago.

California has the most beautiful scenery and weather in the country. Illinois has neither.

OK, I'll stop.
