I bus driver once told me that whenever he is driving along Litchfield Road to or from the AFB bus stop, he has to stop the bus when they play this song:

What roads does this rule actually apply to? Would you actually get into trouble if you didn't pull over? What if you're running late to work?

is Litchfield Road in that area on Luke property??

It only applies to roads on the installation. We actually got a message down from the commander not to stop if you were on roads outside the gate.

Does not apply on Litchfield Road as that is outside the gate. You only do this when on the base itself.

It would be a safety hazard as civilians would have no idea about why you were stopping and could cause a mess if random cars where stopped and others were not. On base all cars stop and everyone quits walking and stands at attention (salutes if in uniform) so it is expected and everyone knows what is going on.
